Stratus conducted a Phase I ESA for three suites situated on the ground floor of the City’s Capitol Garage parking structure located across L Street from the State Capitol building and grounds. The Phase I ESA was completed using the methods described in ASTM 1527-13, and was conducted to facilitate lease agreements for the commercial spaces. The commercial spaces were vacant at the time of the assessment.

Determination of the presence of Recognized Environmental Conditions included an assessment of potential impacts to groundwater and vapor encroachment at the site, from regional impacts to groundwater originating from the Sacramento Railyard, and its contaminant plume extending beneath the site.
