Phase I Environmental Site Assessments
Cannon and Scollan Properties, Sacramento, California
The City of Sacramento conducted property transactions with private landowners to transfer ownership from the private parties to the City. Both properties were undeveloped at the time of the Phase I ESAs.
The Scollan property was found to be occupied by homeless individuals, and state agencies listed the property as a solid waste disposal site. The Cannon property was also occupied by homeless individuals, as several campsites were present on the site at the time of the site reconnaissance. The Cannon property was listed in the EPA’s Facility Index System as being included in the National Emissions Inventory, and is coded as a “solid waste landfill”.
Stratus personnel’s involvement included preparation of a Phase I ESA for each property to facilitate the property transactions. The Phase I ESAs were completed per the current (at the time of the project work) ASTM, Standard Practice for Environmental Assessments: Phase I Environmental Site Assessment Process.
